About Strategic Alliance Consulting Inc.:  Strategic Alliance Consulting Inc. (Strategic ACI) is a member of the Agile Support Alliance Joint Venture, LLC.  The joint venture recently announced that it was awarded an indefinite-delivery/indefinite-quantity (IDIQ) contract for the EMERALD Program. EMERALD is a procurement vehicle for life-cycle acquisition management, strategic financial, and business management support services for the National Geospatial-Intelligence Agency (NGA).  The contract has a one-year base plus four one-year option periods and a ceiling of $849 million. The EMERALD acquisition vehicle is structured as an agency-wide, small business set-aside program.  EMERALD is the follow-on for the Resource, Decision, and Acquisition Support (RDAS) contract. 

Responsibilities

  1. Support program activities related to cost estimating, budget analysis, contract performance analysis, and basis of estimate formulation for the Applications Store.
  2. Support program offices in all aspects of schedule analysis, including schedule quality assessment, critical path analysis, risk assessment, baseline stability determination, progress assessment, resource loading,  and evaluation of remaining work, forecasting of completion dates through ‘what-if’ analysis, identification of trends and mitigation strategies.
  3. Continually integrate information in support of CSPMO decision-making process.

Qualifications

Required

  1. Experience in cost estimation with a concentration in business, finance, economics, operations research, or systems engineering.
  2. Experience with Microsoft Office Suite (Word, Excel, PowerPoint, Access and Project).
  3. Experience conducting cost analysis.

Desired

  1. Experience in the areas of cost analysis for acquisition programs.
  2. Experience developing and reporting the financial status of programs.
  3. Experience in data collection and analysis (i.e. custom software lines of code (SLOC), statistical techniques, applied mathematics, and economic principles).
  4. Experience with cost-estimating relationships, models, tools (i.e. ACEIT, etc.) and methodologies (i.e. parametric, analogies, engineering judgment, etc.).
  5. Experience in facilitating and developing Intelligence Capabilities Baseline Descriptions (ICBDs) for mission systems
  6. Knowledge and /or experience in software analytical techniques, schedule realism, cost risk analysis, and return on investment analysis.

 

Candidates must have an Active TOP SECRET SCI Security Clearance
