About Strategic Alliance Consulting Inc.:  Strategic Alliance Consulting Inc. (Strategic ACI) is a member of the Agile Support Alliance Joint Venture, LLC.  The joint venture recently announced that it was awarded an indefinite-delivery/indefinite-quantity (IDIQ) contract for the EMERALD Program. EMERALD is a procurement vehicle for life-cycle acquisition management, strategic financial, and business management support services for the National Geospatial-Intelligence Agency (NGA).  The contract has a one-year base plus four one-year option periods and a ceiling of $849 million. The EMERALD acquisition vehicle is structured as an agency-wide, small business set-aside program.  EMERALD is the follow-on for the Resource, Decision, and Acquisition Support (RDAS) contract. 

Responsibilities

  1. Maintaining and updating documentation that affects manpower position management.
  2. Coordinating position management changes within organizations to ensure changes are justified.
  3. Providing budget and manpower responses, reports and justifications to tasker requests.
  4. Performing independent research and data collection related to workforce planning to include civilian manpower resources.
  5. Executing operational and program funding requirements.
  6. Managing and maintaining budget execution information.
  7. Researching, maintaining and presenting current and future budget analysis in the form of briefing to all management levels to support budget decisions.
  8. Interfacing with A Directorate staff, senior leaders and Key Component senior leaders and staff to convey manpower and budget topics both verbally and in writing.

Qualifications

Required:

  1. Experience with DoD or IC budget execution to include commitment, obligation and expenditure processes.
  2. Experience with manpower management and making recommendations for position management.

Desired:

  1. Experience performing independent research and data collection related to workforce planning (such as: civilian manpower resources, resource allocation, Program Objective Memorandum (POM) and Intelligence POM (IPOM), Public Sector Budget (PSB), Congressional Budget Justification Book (CBJB) and measurement assessments.
  2. Experience executing operational program funding.
  3. Experience presenting current budget analysis in the form of briefings to management.

 

Candidates must have an Active TOP SECRET SCI Security Clearance
