About Strategic Alliance Consulting Inc.:  Strategic Alliance Consulting Inc. (Strategic ACI) is a member of the Agile Support Alliance Joint Venture, LLC.  The joint venture recently announced that it was awarded an indefinite-delivery/indefinite-quantity (IDIQ) contract for the EMERALD Program. EMERALD is a procurement vehicle for life-cycle acquisition management, strategic financial, and business management support services for the National Geospatial-Intelligence Agency (NGA).  The contract has a one-year base plus four one-year option periods and a ceiling of $849 million. The EMERALD acquisition vehicle is structured as an agency-wide, small business set-aside program.  EMERALD is the follow-on for the Resource, Decision, and Acquisition Support (RDAS) contract. 

Responsibilities

  1. Analyzing and interpreting complex budget and execution data.
  2. Participating in review, control and reporting on financial obligations and expenditures.
  3. Preparing appropriate purchase documents and taking actions needed to ensure the recording of funding commitments and obligations.
  4. Maintaining budget records, posting target increases and decreases and tracking commitments and obligations according to established procedures; verifying proper authorization, account codes and availability of funds.
  5. Preparing budget estimates and financial plans using practical, proven methodologies, carrying out all budget execution activities according to regulation and participating in developing and recommending budget alternatives.
  6. Assisting in formatting budget and cost estimates in support of major program activities, include POM, Budget Estimate Submission (BES), CBJB and execution year financial plan.

Qualifications

Required:

  1. Knowledge of DoD and Intelligence Community programs and budgets.
  2. Expertise justifying intelligence programs and budgets.
  3. Experience resolving intelligence resource management issues.
  4. Knowledge of key budget execution processes (such as: funds control and fund transfers).

Desired:

  1. Knowledge of the role of the Defense Finance and Accounting Service (DFAS) in controlling and executing funds for a Service, Major Command or a Defense Agency.
  2. Knowledge of the IC budgetary processes and execution for the various US Intelligence funding programs
  3. Knowledge of fund execution policies for principal DoD appropriations - O&M, RDT&E and Procurement.

 

Candidates must have an Active TOP SECRET SCI Security Clearance
