About Strategic Alliance Consulting Inc.:  Strategic Alliance Consulting Inc. (Strategic ACI) is a member of the Agile Support Alliance Joint Venture, LLC.  The joint venture recently announced that it was awarded an indefinite-delivery/indefinite-quantity (IDIQ) contract for the EMERALD Program. EMERALD is a procurement vehicle for life-cycle acquisition management, strategic financial, and business management support services for the National Geospatial-Intelligence Agency (NGA).  The contract has a one-year base plus four one-year option periods and a ceiling of $849 million. The EMERALD acquisition vehicle is structured as an agency-wide, small business set-aside program.  EMERALD is the follow-on for the Resource, Decision, and Acquisition Support (RDAS) contract. 


  1. Providing strategic planning, analysis, recommendations and advice to the Director of Analysis (D/A), Analysis Directorate (A). This will require access to privileged planning information and insight into the community strategic plans and activities, as well as knowledge and access to emerging industry capability.
  2. Attending meetings regarding planning and technical exchanges between development contractors, segments, projects and customers.
  3. Reviewing and advising the government on project tasks relating to engineering, testing, integration, transition, deployment, operations and sustainment.
  4. Conducting portfolio analysis and technical advice.
  5. Analyzing the Board of Directors (BOD) objectives to ensure organization initiatives are aligned.
  6. Advising the Government on the creation of the integrated BOD schedule that incorporates all agency initiatives.
  7. Working across the Organizations to analyze initiative data.
  8. Providing analysis to identify gaps and overlaps in initiatives that support the BOD objectives.
  9. Briefing senior leaders (Directorate leadership level) on the status of initiatives.
  10. Advising A leadership on critical decision points with respect to NSG mission critical activities achieving program/project cost, schedule, and performance commitments.
  11. Support technical analysis and provide un-biased support to A leadership as required.



  1. 6 years of specialized experience working with the DoD or IC in an engineering, project management or acquisition role.
  2. Experience developing or managing integrated master schedules.
  3. Bachelor’s degree in Engineering, Systems Engineering, IT or equivalent.


  1. Program Management Professional certification or equivalent.
  2. Experience conducting strategic Business analysis and providing recommendations to senior management.
  3. Knowledge of IC or DoD technical strategies and plans.


Candidates must have an Active TOP SECRET SCI Security Clearance
