About Strategic Alliance Consulting Inc.: Strategic Alliance Consulting Inc. (Strategic ACI) is a member of the Agile Support Alliance Joint Venture, LLC.  The joint venture recently announced that it was awarded an indefinite-delivery/indefinite-quantity (IDIQ) contract for the EMERALD Program. EMERALD is a procurement vehicle for life-cycle acquisition management, strategic financial, and business management support services for the National Geospatial-Intelligence Agency (NGA).  The contract has a one-year base plus four one-year option periods and a ceiling of $849 million. The EMERALD acquisition vehicle is structured as an agency-wide, small business set-aside program.  EMERALD is the follow-on for the Resource, Decision, and Acquisition Support (RDAS) contract.

 

Overall Assignment Description:

Provide Acquisition Program Management support to a Government lead and team that:

  • Provides acquisition strategy program management services to senior management.
  • Works across directorates to help the Government coordinate development of new and/or modified/enhanced capabilities for operational use.
  • Provides technical guidance to the GPOC on programmatic matters related to lifecycle engineering.
  • Provides program management guidance in service frameworks and models, agile engineering processes, and industry best practices to achieve Organization’s GEOINT mission.

Responsibilities

  • Provide technical, financial, schedule and risk management support to the project, program or Program Management Office (PMO).
  • Provide business executive support in linking Program Objective Memorandum (POM) and Budget Planning with Budget Execution and Control.
  • Provide programmatic risk assessments, mitigation strategies and risk burn down plans to achieve the desired program results.
  • Support coordination of cost estimates and technical work scope with the PMO and appropriate project or program teams.
  • Interface with all organizational areas, end users/customers and with both foreign and domestic agencies to identify and mitigate risks, develop and manage budgets, create and maintain schedules that ensure technical results and program performance.
  • Recommend programmatic optimization, synchronization and efficiencies, as well as identify planning gaps and shortfalls that affect the delivery of engineering services and technical results.
  • Provide program management support to Management in strategic business planning, business development activities, product concept development and Information Technology engineering.
  • Provide immediate, near, mid and long term programmatic assessments of GEOINT Services and Portfolio Programs to ensure mission objectives are met.
  • Ensure programmatic alignment and adherence to the Vision and Portfolio Priorities and Objectives.
  • Support the development, coordination and governance management of Request for Change (RFC’s) and Engineering Change Proposal (ECPs) requirements documents.
  • Ensure the technical maintenance and configuration management of program and project plans, Concept of Operations (CONOPS), and architecture diagrams and other key program documents.
  • Provide decision support analysis, leveraging techniques, tools and models, to influence the definition and delivery of GEOINT Services and Portfolio priorities and objectives.
  • Support the preparation of briefing packages for the Acquisition Governance Process and other related governance boards.
  • Support the coordination of program management between the Engineering Divisions, CIO-T Offices, Directorates and the five Portfolio elements.
  • Support IC Steering Groups, Advisory Groups and Governance Boards.
  • Support relationship management with the five Portfolio Managers (Pfm’s), Portfolio Leads (PIL’s) and Capability Portfolio Managers (CPM’s) as defined by the specific acquisition program/project.
  • Support cross functional/cross geographical team meetings.
  • Assist in developing and providing responses to the Taskers and other requests for program information.
  • Maintain PMO artifacts using approved software, tools and processes.
  • Provide acquisition program management expertise in lean six-sigma strategies and execution; working knowledge of agile methods, practices and execution; or working knowledge of Scaled Agile Framework (SAFe) methods and applications.
  • Provide validation and verification of various engineering results and deliverables to ensure the highest quality and traceability to requirements.

Qualifications

 Required:

  • Bachelor’s Degree in, Information Systems, Business or a related field.
  • Project Management Professional (PMP) or equivalent certification with knowledge of Project Management Institute (PMI) tools and techniques.

 Desired:

  • M.S. Degree in Engineering, Computer Science, Information Systems, Acquisition, Business Administration or equivalent.
  • Demonstrate specialized experience in acquisition or project management in terms of cost, schedule, performance, and risk management.
  • Demonstrate technology planning experience which addresses opportunities in the defense and intelligence communities.
  • Demonstrate an understanding of the geospatial intelligence mission and its contributions to the Intelligence Community.
  • Experience in managing Cost plus Fixed Fee, Cost Plus Incentive Fee, Cost Plus Award Fee, Firm Fixed Price, Time and Materials or Indefinite Delivery/Indefinite Quantity type contracts.
  • Experience with developing and executing agile-based governance structures and processes.
  • Experience in lean six-sigma approaches and execution; working knowledge of Agile methods, practices and execution; or working knowledge of SAFe methods and applications with demonstrated results.
  • Experience tailoring and using both Agile and Waterfall development methodologies to support acquisition planning, execution, integration and transition to operations.
  • Experience with the identification of technical issues and proactive communication of possible impacts.
  • Experience in Cost/ Price analysis, cost estimating and financial management.
  • Experience with the development and/or review of cost estimates and the associated technical work scope necessary to achieve stated objectives.
  • Experience in performing validation and verification of various engineering results and deliverables to ensure the highest quality results against customer requirements.
  • Experience in Department of Defense (DoD) and or acquisition processes.
  • Understanding of Department of Defense (DoD) and/or Intelligence Community (IC) Configuration Management (CM) processes.
  • Experience with developing and validating system roadmaps, project plans and mission capabilities.
  • Customer-service and goal oriented.
  • Work independently and as a team member under tight deadlines with changing priorities.
  • Excellent oral, written, and electronic communication skills to include proficiency with MS PowerPoint, Office, and Excel.

 

To qualify candidates must have an active Top Secret SCI Clearance.
