About Strategic Alliance Consulting Inc.: Strategic Alliance Consulting Inc. (Strategic ACI) is a member of the Agile Support Alliance Joint Venture, LLC.  The joint venture recently announced that it was awarded an indefinite-delivery/indefinite-quantity (IDIQ) contract for the EMERALD Program. EMERALD is a procurement vehicle for life-cycle acquisition management, strategic financial, and business management support services for the National Geospatial-Intelligence Agency (NGA).  The contract has a one-year base plus four one-year option periods and a ceiling of $849 million. The EMERALD acquisition vehicle is structured as an agency-wide, small business set-aside program.  EMERALD is the follow-on for the Resource, Decision, and Acquisition Support (RDAS) contract.


Overall Assignment Description:

The Contractor serves as a member of a team that:

  • Supports the Transformation Services (TA) Office by providing comprehensive financial planning and management expertise to support Planning, Programming, Budgeting and Execution (PPBE) Cycles.
  • Assists with resource management oversight.
  • Provides in-depth budget development and business management in accordance with stated financial management processes and principles.


  • Assist in the Management of budget execution for the Transformation Services (TA) Office.
  • Research, maintain and present current and future budget analysis in the form of briefings to all management levels to support budget decisions.
  • Perform research, data collection and reporting related to workforce planning to include civilian manpower resources, Program Objective Memorandum (POM) and the Congressional Budget Justification Book (CBJB).
  • Support the preparation of program budget exhibits and execution plans for submission to the Office of the Director of National Intelligence (ODNI), Office of the Secretary of Defense (OSD), and Congress.
  • Support budget responses, reports and justifications to Finance Tasker requests.
  • Coordinate with program/project managers on obligations and expenditures.



  • Bachelor’s Degree in Accounting, Finance, or equivalent.
  • Demonstrated experience in building, monitoring and modifying financial and budget execution plans using MS Excel, MS Project and other finance databases.


  • M.B.A Masters in Business Administration, or equivalent.
  • Experience with Government budget planning, tracking and execution.
  • Experience with DoD fiscal budget process.
  • Provide business executive support in linking Program Objective Memorandum (POM) and Budget Planning with Budget Execution and Control.
  • Identify budget issues and communicate impacts to the Government.
  • Excellent oral, written, and electronic communication skills to include proficiency with MS PowerPoint, Office, and Excel.
  • Work independently and as a team member under tight deadlines with changing priorities.
  • Analytical and problem solving skills.


To qualify candidates must have an active Top Secret SCI Clearance.
