About Strategic Alliance Consulting Inc.: Strategic Alliance Consulting Inc. (Strategic ACI) is a member of the Agile Support Alliance Joint Venture, LLC.  The joint venture recently announced that it was awarded an indefinite-delivery/indefinite-quantity (IDIQ) contract for the EMERALD Program. EMERALD is a procurement vehicle for life-cycle acquisition management, strategic financial, and business management support services for the National Geospatial-Intelligence Agency (NGA).  The contract has a one-year base plus four one-year option periods and a ceiling of $849 million. The EMERALD acquisition vehicle is structured as an agency-wide, small business set-aside program.  EMERALD is the follow-on for the Resource, Decision, and Acquisition Support (RDAS) contract.


Overall Assignment Description:

Serve as a Consultant to the Government-led team that:

  • Defines and implements strategies to identify commercially available solutions to enable the Organization’s efforts to provide an integrated customer service experience and deliver world-class geospatial knowledge, content and services to customers worldwide.
  • Uses innovative approaches and non-traditional methodologies to solve customer problems and develop new capabilities in support of the Organization’s GEOINT online services.
  • Identifies and exploits the innovations of others, including industry, partners and customer communities.


  • Support to collaborative teams of multi-functional resources in the delivery of specific technical and/or process projects.
  • Analyze and evaluate new emergent technologies and /or processes for opportunity and application to Organization Initiatives.
  • Provide advice on business case development for strategic initiatives.
  • Support to the management of multiple concurrent technology projects from problem definition through new capability adoption.
  • Support to the implementation of new strategies to expedite prototype testing and feedback quickly and spur agile acquisitions.
  • Use knowledge of industry trends to influence planning.



  • Bachelor’s Degree in Information Systems, Computer Science, Systems Engineering, business or equivalent.
  • Project management Professional (PMP) or equivalent certification with demonstrated knowledge of Project Management Institute (PMI) tools and techniques.


  • Global enterprise architecture and/or solutions architecture experience.
  • Experience in discovery and implementation of new technologies and/or processes that created realized business impacts.
  • Success in fostering innovation cultures.
  • Success with driving change resulting in realized business impacts.
  • Develop and maintain highly effective relationships internally and externally.
  • Strong interpersonal communication and presentation skills with all levels of management.
  • Exceptional planning and organizational skills.

  • Generate new ideas with a clear business model.
  • Excellent oral, written, and electronic communication skills to include proficiency with MS PowerPoint, Office, and Excel.


To qualify candidates must have an active Top Secret SCI Clearance.
