About Strategic Alliance Consulting Inc.: Strategic Alliance Consulting Inc. (Strategic ACI) is a member of the Agile Support Alliance Joint Venture, LLC.  The joint venture recently announced that it was awarded an indefinite-delivery/indefinite-quantity (IDIQ) contract for the EMERALD Program. EMERALD is a procurement vehicle for life-cycle acquisition management, strategic financial, and business management support services for the National Geospatial-Intelligence Agency (NGA).  The contract has a one-year base plus four one-year option periods and a ceiling of $849 million. The EMERALD acquisition vehicle is structured as an agency-wide, small business set-aside program.  EMERALD is the follow-on for the Resource, Decision, and Acquisition Support (RDAS) contract.


Overall Assignment Description:

The Contractor serves as a member of a team that:

  • Supports the Transformation Services (TA) Office by providing financial support to Planning, Programming, Budgeting and Execution (PPBE) Cycles.
  • Provides budget development and business management in accordance with stated financial management processes and principles.


  • Support of budget execution for the Transformation Services (TA) Office to include the creation of various funding documents.
  • Support data collection and reporting related to workforce planning to include civilian manpower resources, Program Objective Memorandum (POM) and the Congressional Budget Justification Book (CBJB).
  • Support budget responses, reports and justifications to Finance Tasker requests.
  • Coordinate with program/project managers on obligations and expenditures.



  • Bachelor’s Degree in Accounting, Finance, or equivalent.


  • Experience in building, monitoring and modifying financial and budget execution plans using MS Excel, MS Project and other finance databases.
  • Experience with Government budget planning, tracking and execution.
  • Work independently and as a team member under tight deadlines with changing priorities.
  • Analytical and problem solving skills.
  • Proficiency in oral and written communication skills.
  • Familiar with Organization’s fiscal budget process.
  • Identify budget issues and communicate impacts to the Government points of contact.
  • Excellent oral, written, and electronic communication skills to include proficiency with MS PowerPoint, Office, and Excel.


To qualify candidates must have an active Top Secret SCI Clearance.
