About Strategic Alliance Consulting Inc.: Strategic Alliance Consulting Inc. (Strategic ACI) is a member of the Agile Support Alliance Joint Venture, LLC.  The joint venture recently announced that it was awarded an indefinite-delivery/indefinite-quantity (IDIQ) contract for the EMERALD Program. EMERALD is a procurement vehicle for life-cycle acquisition management, strategic financial, and business management support services for the National Geospatial-Intelligence Agency (NGA).  The contract has a one-year base plus four one-year option periods and a ceiling of $849 million. The EMERALD acquisition vehicle is structured as an agency-wide, small business set-aside program.  EMERALD is the follow-on for the Resource, Decision, and Acquisition Support (RDAS) contract.

 

Overall Assignment Description:  

Provides a broad range of acquisition and systems engineering subject matter expertise support as well as coordination duties in support of the program management office (PMO).

Responsibilities

  • Assist with the writing, reviewing and coordinating at least the following documents: acquisition plans, statements of work, justification and approval documentation, analysis of alternatives (AoA) studies, and other acquisition assignments as required.
  • Work with the Government chief of staff and COR’s to assist with the development of contract status briefings, update dashboards, and as needed acquisition resource reviews with senior Government management.
  • Prepare, maintain, and present acquisition, financial and budget reports, and briefings with the creation and use of visual aids (graphs, charts, etc.) to senior leadership, as well as drafting, editing, and proofreading documents for publishing

Qualifications

Required:

  • Bachelor’s Degree in Business, related field, or equivalent work experience
  • Specialized experience supporting Intelligence Community in acquisition lifecycle management or systems engineering.
  • Ability to utilize office automation hardware, and software applications in the preparation of written documentation, databases, spreadsheets, and briefing presentations etc.
  • To qualify candidates must have an active Top Secret SCI Clearance.  

Desired:

  • Experience working with DoD or IC acquisition or pre-acquisition engineering projects
  • The ability to effectively comprehend and convey information with and from others in writing and verbal communications.
  • Understanding and practical application of agile development methodologies.
