Overview

Strategic Alliance Consulting Inc. is seeking an experienced System Engineering Strategic Planner. As a Strategic Planner, you will provide specialized experience to develop and maintain a suite of strategic level views and development plans for the client's IT Infrastructure that are linked to the priorities and needs of the client and other USG stakeholders, individual projects and development efforts, their major milestones, fiscal realities and funding profiles.

Responsibilities

  • Support establish and maintenance of Enterprise-Level Plans that effectively capture physical, logical and security domains.
  • Assist to integrate technological breakthroughs (across USG, academia, and private sector) relevant to the strategic priorities of the clients Mission IT and software mission enabling technologies, to include: cloud technologies; data analytics; social media analysis/analytics; security; data extraction; machine learning; and language translation.
  • Ensure the potential implications (positive or negative) of these breakthroughs are effectively addressed in on-going efforts at the tactical level, forming and prioritizing of unfunded requirements, and maintaining currency of baseline strategic planning documents.
  • Aid client to include/allow for artifacts associated with requirements management control gates in the System Engineering Management Plan and Investment Business Cases strategic requirements management.

Qualifications

Required Skills/Qualifications:

  • TS/SCI security clearance
  • Bachelor's degree from an accredited college in a STEM curriculum.
  • ITIL v3 Foundation Certification.
  • Strong fundamental systems engineering/analysis skill-sets and competencies.
  • Minimum Years' Experience (Mid 8/Senior 12) in Systems Engineering and/or Analysis
  • Broad demonstrated experience and knowledge in enterprise architecture, infrastructure, applications, databases, IT Services, governance and business processes.
  • Demonstrated ability to work independently and lead teams of five or more in the process of linking together subsystems to operate as a coordinated whole while enhancing user experience and optimizing life cycle costs.
  • Significant knowledge of and experience in four or more of the following: storage, compute, networks, applications, widgets, tools, interfaces, standards, and protocols.
  • Ability to understand requirements for tasks to be performed, review and evaluate all work performed, provide direction, and ensure compliance with all customer requirements and policies.
  • Working understanding of one or more of the following commercial best practices for achieving business outcomes: PaaS, IaaS, and SaaS.

Desired Skills/Qualifications:

  • ITIL, INCOSE Certified or Expert Systems Engineering Professional (CSEP), SAFe, DAWIA Systems Planning, Research, Development, and Engineering (SPRDE) Level (II, III), DAWIA Program Management.
