Strategic ACI has an immediate opening for a full-time Business Analysis Manager. This position is located in Hanover, MD but requires regular trips to Ft. Meade, MD to support our customer, the Defense Information System Agency (DISA).


  • Provides customer service support to existing and prospective users of commercial satellite services from start to finish.
  • Review new requirements for Fixed Satellite Services (MSS) with mission partners, submitting service orders, maintaining quality control on orders, and monitoring the status of orders through the provisioning process.
  • Develops requirements documentation for the customer, participates in technical evaluation of proposed solutions to customer requirements, coordinates and communicates with existing and new customers throughout the acquisition lifecycle.
  • Crisis/contingency response as directed to support all DoD-level responses to military action and natural disaster relief.
  • Manage FSS databases and prepare associated reports and briefings.
  • Assist mission partners with technical questions, service requests, architecture questions, and billing issues.
  • Provides acquisition analysis support for all aspects of the program.
  • Assist the government in performing Analyses of Alternatives (AoA) or Cost Benefit Analyses (CBA) of COMSATCOM to determine the recommended acquisition strategy
  • Collect, complete, organize and interpret technical data and financial information relating to acquisition and product programs.
  • Participates in discussions with DISA and DoD offices on matters concerning the requirements development process and the impact on acquisition policy and processes.
  • Gathering, generate, review, and assess data to update acquisition status reports, readiness reviews, and life cycle management reports
  • Develops metrics, tracks performance, reports performance metrics, and makes/implements improvement recommendations.
  • Interface with both customers and vendors in providing information on COMSATCOM products and services.
  • Provide technical support to the customer in preparation of the required acquisition documentation (i.e., Task Order, Performance Work Statement, Surveillance Plans, Source Selection reports, Memorandum of Agreements, Inter-Services Support Agreements, Letters of Intent, and Justification and Approvals (J&A).
  • Provide customer feedback on the ordering process and assist the Government in developing solutions to ordering issues as required
  • Other duties as assigned


  • Bachelor’s degree or equivalent experience required
  • Minimum of 6 years’ experience with satellite communications.
  • Experience with COMSATCOM preferred.
  • Experience with the DoD 5000 acquisition process, federal acquisition regulations, and related policies and procedures, including cost accounting standards (CAS), its supplements, and agency policies is preferred; individuals will be required to enroll in and complete Defense Acquisition University Fundamentals of Systems Acquisition (ACQ101) within 90 days of hire.
  • Experience with writing acquisition documentation, including acquisition strategies, and preparing briefings to pass major milestones is preferred.
  • Knowledge of DoD National Defense Authorization Act (NDAA) requirements is preferred.
  • Excellent writing, speaking, and organization skills
  • Possession of technical writing skills
  • As position requires extensive direct client contact, excellent attention to detail and communication skills are a must.
  • Candidates must be a U.S. citizen and will be required to obtain and maintain a DoD security clearance.
