Strategic Alliance Consulting Inc. (Strategic ACI) has an immediate opening for a full-time Information Assurance and Cybersecurity Professional. This position is located in Hanover, MD but requires regular trips to Ft. Meade, MD to support our customer, the Defense Information System Agency (DISA).


The contractor shall work with customers, customer support personnel, and Government systems engineers to develop and document IA requirements for task orders and /or new service offerings.  The contractor shall advise the COMSATCOM Center Chief and the Information Assurance Manager (IAM) about all matters pertaining to appropriate IA requirements, policies, procedures, and guidelines. The integration of IA mechanisms preventing malicious compromise of critical Warfighter communications systems is the first order of infrastructure protection.  COMSATCOM systems having multiple interfaces to various GIG systems pose vulnerability concerns and should one of these system be compromised the effect would disrupt or spread to other systems.  The contractor will identify, assess, and develop mitigation mechanisms for such vulnerabilities to ensure system availability.  The contractor will engineer IA requirements and respective security mechanisms across each interface of COMSATCOM systems.


Responsibilities will include, but are not limited to:

  • Analyze vendor proposals and assess IA compliance levels
  • Assess risks resulting from non-compliance and develop risk mitigation plans
  • Develop recommendations
  • Support preparation of Designated Approval Authority (DAA) approval memorandums
  • Support preparation of DAA briefings
  • Prepare user acceptance memorandums
  • Track IA compliance over time
  • Review and assess draft IA policy
  • Capture and analyze IA metrics and process
  • Assist in determining the levels of IA necessary to protect the operations and assets of COMSATCOM (based upon the Mission Assurance Category (MAC) for the mission
  • Provide support to the Government in managing and documenting the IA evaluation process
  • Ensure that customer IA requirements are included in the customer-ordering documents
  • Conduct and document results of IA evaluations of COMSATCOM vendor technical proposals
  • Coordinate results of IA evaluations with commercial SATCOM DAA
  • Identify new and additional IA requirements
  • Ensure that compliance monitoring occurs, and review the results of such monitoring
  • Act as the primary IA technical advisor by providing technical and administrative support to COMSATCOM Center concerning IA requirements for COMSATCOM task order/contracts
  • Evaluate the impact of transition for COMSATCOM systems to any future technological advances adopted by the DoD, with respect to Information Assurance (IA) and Cyber Security (CS)
  • Product and technology assessment reports/Task Order Analysis
  • White Papers, Technical Reports, Briefings, Study Reports, and Records of proceedings (i.e., Meeting Minutes)
  • Federal and DoD inquiry/tasking responses/ Status briefings/ Briefing/Presentation Materials
  • Travel within the Washington DC Metro area, to include Fort Meade Maryland, will be required
  • Other duties as assigned.


  • Bachelor’s degree or equivalent workplace experience
  • Minimum 3 years of experience with Satellite Communications, Information Assurance and/or Cyber Security, and DoD Contracting
  • Ability to multi-task with a high degree of accuracy and minimal supervision in a fast-paced environment with specific time constraints
  • Ability to use individual quantitative analytical capabilities to solve problems and complete analysis
  • Proficiency with Microsoft Word, Excel, and Outlook required
  • Able to work with and appropriately protect classified and proprietary information
  • Strong organization skills; Ability to write procedures in a logical/methodical manner
  • As the position requires extensive direct client contact; excellent attention to detail, communication skills, and experience with briefing executives and flag officers
  • Candidates must be a U.S. citizen and will be required to obtain and maintain a DoD security clearance
