Overview

Strategic Alliance Consulting Inc. (Strategic ACI) has an immediate opening for a full-time Senior Acquisition Analyst. This position is located in Hanover, MD but requires regular trips to Ft. Meade, MD to support our customer, the Defense Information System Agency (DISA). The position will serve as the Strategic ACI team lead for the major acquisition efforts.

Responsibilities

  • Performs critical acquisition management, technical, or business analysis of major DoD acquisition systems and provides recommendations to ensure program success.
  • Provides acquisition analysis support for all aspects of the program.
  • Assist the government in performing Analyses of Alternatives (AoA) or Cost Benefit Analyses (CBA) of COMSATCOM to determine the recommended acquisition strategy
  • Assist in developing  Acquisition Strategies utilizing the recommended CBA or AoA approach  and addressing the   requirements of DoD Instruction 5000.2, Under Secretary of Defense (Acquisition, Technology and Logistics) Acquisition of Services (AoS) Policy, and DISA CAE Acquisition of Services policy and directives
  • Collect, complete, organize and interpret technical data and financial information relating to acquisition and product programs.
  • Applies advanced knowledge of the Defense Acquisition process and understanding of the acquisition process to provide recommendations to senior acquisition officials on documents and issues discussed at the Defense Acquisition Board (DAB).
  • Participates in discussions with DISA and DoD offices on matters concerning the requirements development process and the impact on acquisition policy and processes.
  • Gathering, generate, review, and assess data to update acquisition status reports, readiness reviews, and life cycle management reports
  • Assist in developing transition plans, customer outreach material and supporting implementation of the “As-Is” and “To-Be” processes of the COMSATCOM Center
  • Evaluates processes and policies, and recommends changes to these policies and processes.
  • Develops metrics, tracks performance, reports performance metrics, and makes/implements improvement recommendations.
  • Develops and conducts staff training to support contracts implementation
  • Updates customer user guides and all procedural and operational documents in support of FCSA business operations or other DoD COMSATCOM contracts as required.

Qualifications

  • Bachelor’s degree or equivalent experience required
  • Experience with the DoD 5000 acquisition process, federal acquisition regulations, and related policies and procedures, including cost accounting standards (CAS), its supplements, and agency policies.
  • Experience with developing acquisition documents, including analysis of alternatives (AoA), capabilities description documents (CDD), functional requirements documents (FRD), systems requirements documents (SRD) and capabilities-based assessment documents (CBA).
  • Experience with writing acquisition documentation, including acquisition strategies, APBs, or CARD and preparing briefings to pass major milestones
  • Experience briefing senior executives on program status, including deficient areas and crafting action plans to resolve deficiencies
  • Experience with analyzing and implementing technical and programmatic plans and measures to track program cost, schedule, performance and reported progress, and tracked program deliverables
  • Experience with Continuous Process Improvement (CPI) with experience in ITIL preferred.
  • Knowledge of DoD National Defense Authorization Act (NDAA) requirements
  • Possession of technical writing skills
  • As position requires extensive direct client contact, excellent attention to detail and communication skills are a must.
  • Candidates must be a U.S. citizen and will be required to obtain and maintain a DoD security clearance.
