Overview

Strategic ACI has an immediate opening for a full-time Satellite Communications (SATCOM) Senior Program Manager to join our team of experts supporting the Defense Information Systems Agency (DISA) Commercial SATCOM Center (COMSATCOM Center). 

Responsibilities

The successful candidates’ responsibilities will include, but not be limited to:

  • Prepare a project management plan and risk management plan describing the technical approach, organizational resources and management controls to be employed to meet the cost of CPFF efforts, performance and schedule requirements throughout contract execution. 
  • Monitor communications status for all task orders
  • Maintain and disseminate global situational awareness for COMSATCOM
  • Ensure compliance with policy for COMSATCOM operational environments.
  • Provide a draft Work Breakdown Schedule illustrative of the tasks to be monitored.  Include productivity and management methods.
  • Collaborate with sponsors, (such as DoD CIO, Joint Staff, etc.) to ensure annual technology focus is timely, clearly understood, and accurately documented.
  • Provide support to DISA’s goal of combining all engineering process together under a standard system engineering process though synchronizing initiatives efforts with DISA’s standard process.
  • Evaluating and recommending changes to current processes.
  • Assist in identifying and removing the causes of defects and errors in business processes associated with the Commercial Satellite Support Engineer (SSE) support.
  • Assist in developing transition plans, customer outreach material and supporting implementation of the “As-Is” and “To-Be” processes of the COMSATCOM Technical Support Branch.
  • Assist with development of Knowledge Management strategy.
  • Assist in developing and conducting staff training to support contracts implementation.
  • Assist in updating customer user guides and all procedural and operational documents in support of Future COMSATCOM Services Acquisition (FCSA) business operations or other DoD COMSATCOM contracts.
  • Maintain up-to-date contact information for all COMSATCOM customers.
  • Assist in the assessment of FSS and MSS provided to the Warfighter under the contracts administered by the COMSATCOM Technical Support Branch.  This includes conducting task order surveys and analysis of the customer’s perceptions and satisfaction with the provisioning process.
  • Provide technical and administrative support for the implementation of the re-engineering and achievement of the proposed business process end-state.
  • Leverage system engineering quality management best practices.
  • Plan new site installations and optimize means for supporting bandwidth requirements.
  • Establish and maintain liaison with supported and supporting activities or units.

Qualifications

  • Candidates must be a U.S. citizen and hold a current DoD Secret security clearance.
  • Bachelor’s Degree from an accredited college or university in a relevant technical field.
  • At least 10 (10) years of relevant experience with either U.S. Military or commercial SATCOM systems that demonstrates the ability to meet
  • Relevant experience must include experience managing a large government support contract for PMO support.
  • PMP preferred
